Re: all the trash along city/county roadways in Mpls.

Seems like cleaning litter from the roadsides would be a good community
service project for school kids (junior/senior high)-- they might learn not
to litter and something about the urban environment at the same time; and
they might even pass the info on to others they live with and hang around
with-- what a concept, kids teaching kids and adults not to litter.  Not
sure about liability issues though; would it be any different than a trip to
the zoo (minus the animals)?  Didn't we just do something similar for Earth
Day around the lakes and streams?

Also might be a good project for low-risk prisoners... get them out of their
cells for some exercise and get some litter picked up at the same time (do
they still use chains on road gangs?) City and county inmates could
participate.  They get out for some fresh air and exercise and we get
cleaned up roadsides... at little cost, other than supervision.  A good
budget strategy, or would they be infringing on union trash picker-uppers?
