Also might be a good project for low-risk prisoners... get them out of their
cells for some exercise and get some litter picked up at the same time (do
they still use chains on road gangs?) City and county inmates could
participate. They get out for some fresh air and exercise and we get
cleaned up roadsides... at little cost, other than supervision. A good
budget strategy, or would they be infringing on union trash picker-uppers?
I believe there are some county inmates, sentenced to do community
service, who are doing precisely that. It's also been proposed that this be
one of the avenues used for restorative justice...perhaps we could offer
garbage-strewing motorists the option of paying $500 or picking up the
roadside garbage for a few Saturdays.
