In the beginning it will have to be the "honor" system. Over time, we should force government at all levels to identify the businesses that receive subsidies. Inexpensive technology exists to create and maintain such a database.
Just to clarify..... A grocery store that accepts food stamps is not subsidized. A property owner who accepts Section 8 vouchers is not subsidized. These are examples of subsidies to individuals, not businesses.
