Not if the 11 percent of the population is poorer with greater needs
than the state at large. You look at it as our larger tax base supports
a smaller population - but another way to look at it is our larger tax
base supports larger needs.

Besides, this really doesn't have anything to do with the original
point: that Minneapolis has not gotten its share of funding for projects
that are regional or statewide in scope, particularly compared to St.
Paul.

On this, we agree (though perhaps we'd quibble over the depth of the
problem). We have to put our own fiscal house in order. But that doesn't
mean we should be required to pay the total bill for projects with
regional/statewide significance....in fact, some of our debt arguably
springs from paying 100% of the bill for benefits that are spread more
widely.
