I've heard from a few people regarding my question, and all who replied 
think the deal is potentially iffy, although there may be the possiblity 
that the park board staff can receive gifts up to $100 in any given year.  
In the meantime, I went to the archives of the SWJournal and looked at Scott 
Russell's article from May 2 (What is the Wirth House Worth?) Here is a 
quote from Scott Russell's May 2nd article about these perks.

      "The association also provides 150 free memberships to Minneapolis 
park staff, which it values at $19,000, Gurban said."

Jon Gurban is the executive (or associate) director of the Minnesota Park 
and Recreation Association (MPRA).

(This was an enlightening article, sorry I don't know how to make a link for 
you)

Perhaps someone can explain how providing these free memberships is okay, 
especially given that $19000/150 exceeds a $100/year limit, if that 
information even pertains to this situation?

Is there something I don't know?
