Minneapolis to revive anti-gang program David Chanen Star Tribune Published Jun 22, 2002 For the first time since Minneapolis experienced its most murderous years in the mid 1990s, police are dealing with an unusually high percentage of homicides motivated by gang or drug activity. With 21 killings through Friday, the city isn't nearly on pace to hit the record 97 homicides committed in 1995. But when Police Chief Robert Olson learned that more than 80 percent of this year's slayings have been gang-related or drug-related, he decided it was time to jump-start Minnesota HEALS, a community consortium that was credited with reversing the previous high homicide rate.
