The Hennepin County Election Office lists those that file with them and
provides links for those that file with either the Secretary of State or
municipalities

File with the municipality (City Hall) for municipal elections, Henn County
for districts entirely within Henn. County (ie a legislative district
entirely within the county and judges) and the Sec. of State for statewide
offices and districts that contain parts in more than one county (some
legislative and congressional districts).
The Secretary of State website has a good lookup function

I'm not sure when they get the information filed with the counties.
