Davis is an Environmentalist and, I would describe him as a Right-to-Lifer. He has The Leslie Davis Water Plan which would charge large corporations, like Koch Refinery, for the huge amounts of ground water they use and pollute. As Ken Pentel of the Green Party alluded to at the last MPRAC (Mpls. Property Rights Action Committee) meeting, '...the Davis Water Plan takes into account the cost of corporate use of our state's natural assets/resources...' (My take, anyway). This may allow Pawlenty's pledge of "No New Taxes" to occur under Gov. Davis, without the State budget becoming a wet noodle. AKA, a legitamit/fair new source of revenue for the State without "New Taxes".
