I would first get another opinion on whether or not
the tree actually has the disease.  I've seen several
trees in Central marked that were just stressed from
the erratic winters we've had.  It seems that the
forestry department often assumes Dutch Elm because it
is so common.  I've called the forestry dept on
several "marked" trees that they ultimately decided
were not infected and did not need to be removed.
