To clarify my earlier post, I did not mean to imply that the Mpls Police are
useless.  Over the years I have had several positive experiences with them
too.  One thing I will say about Minneapolis police force:  they have been
unfailingly polite to me (a middle aged white person), unlike the St. Paul
police who I have found to be uniformly rude (again, just my experience, one
data point).  In fact, I think the Minneapolis police should be given enough
money to expand their mounted patrols, and I'd like to see the Park Police
use horses in the parks too.  They would be much more useful in getting back
into the wooded areas -- where the flashers and other petty criminals are
much more likely to operate.  Also, more cops on bikes -- everywhere -- parks
and neighborhoods.  To me, that's what community policing is about -- being a
presence in the community.  I realize the cardboard cut out comment was
tongue in cheek, but seriously folks, more police on bikes and hoofin' it is
probably the best deterrent to these petty crimes, IMHO.
