Assuming this could be done (and not even discussing where the Park Board 
would find the money to do it, and also not discussing how you could 
effectively do this without doing it simultaneously to the whole chain of 
lakes, from Minnetonka to Minnehaha Falls), I think it would be effective 
for about 3 days -- until the next boater puts his boat into the lake, 
still infested with milfoil from another lake.
         From what I've read, most of the spread of milfoil has been by 
people carrying it from one lake to another on their boats & canoes.  Until 
we are able to stop that, even completely eradicating from Lake Calhoun 
would only be temporary.
