Now THAT'S restructuring bureaucracy. It has all the beauty and truth of
a Monty Python sketch. A bunch of suits committeeing down hard and then all
pulling their APTB cards from their jackets and mumbling "Well, if I only
rescind twice more this year I'll be home free and no confession due. I shall
rescind no more! Oh Hell, this is my bagel card!"
There's an election due, let's print 'em and pass 'em.
