Ahh, but state law does, and recovering alcoholics/addicts qualify for vocational rehab. Whether that qualifies them for a blue disability placard may be another issue.
Jim Ramstad and Paul Wellstone have tried pushing for parity in mental health coverage, including addiction, and have the support of Bush. How and when that will come to fruition remains less clear.
