I asked that very question at the Zurah meeting on McKinsey.
Dan Niziolek, I believe, brought it up in a Council discussion.

The McKinsey team's response was to define that discussion
as outside its scope. I don't think any of the city
officials wanted to touch it, either. It would clearly
change the nature of their work.

It is a reform worth considering. It's no panacea, but it
could reduce by about 13 the number of bosses many city
department heads report to.  (With due respect for Mike
Homann's comment, a city coordinator is significantly
different from a city manager).

If it is not considered now, when another major
restructuring is debated, it is hard to imagine it will get
on the table any time soon.

So, if others think it worthy of discussion, and as Lisa
McDonald notes, it would take a charter change, the question
is, how do we begin the conversation before proposing a
charter amendment?
