Phyllis, from what you said, this might well be a poor use of resources. However I would like to hear more detail about why? What is the Mayor proposing to do with the $500,000? How will spending $500,000 prevent terroristic acts against the city water supply. What will be important is to have a strong public health system. And I've never understood why having a both City and County Health Department does anything to strengthen the Public Health System. It seems like the County should be doing this -- and be expected to do it well.
