I'm not an expert on Mpls city parks (just a citizen who enjoys using
them), but it seems there is a fairly obvious answer to Ms. Heller's
questions.
Minneapolis has more parks than St. Paul, and a lot more park
land. Over half again (154%) as much parks acreage in Minneapolis as in
St. Paul. Minneapolis has 6,500 acres of parks, St. Paul has 4,207
acres. (These figures were in the budget reports that Ms. Heller cited.)
In St. Paul, city parks are 12% of the land area. In Minneapolis,
city parks make up 17% of the total land area. And Minneapolis land area
is about 1/8 larger than St. Paul overall.
Just a guess, but it seems like this difference would explain some of the
budget differences.
