The real anwser here is not to force police officers to live in the city but rather to hire those who have grownup in the city. We have far to many suburb and small town folk working who have been raised on t.v police shows with no understanding of the city. This and the type of people recruited are the problem with the department. I might also mention that the officers who shot the dog and hit thechild were using machine guns. Have they no concept what a rapid fire weapon does or are they thinking like cowboys and just shoot, this seems to be what happened on franklin when 4 officers shot 17 bullets into a man with a large knife.
