Let me guess. Could it be that ALL systems are resistant to reform? That ALL organizations ultimately begin to work more for their survival than for the purpose they were originally created?
Reform - if needed - almost always must arise from the discontented stakeholders within or without. A thankless and sometimes dangerous job requiring either courage or craziness. The reformer must be willing to lose friends and colleagues, even family, on the quest for reform, no matter the outcome. But the reformer can look with less pain in the mirror for the integrity behind the face he/she sees there. Not all would-be reformers are right. But they're being true to their beliefs in almost all cases. There's value in that.
