I recall Victoria Heller's description of a generic NonProfiteering Enterprise scam. The NonProfiteer has spin-off for profit contractors/employees/Board of directors who suck up the cash-flow from the cash-cow through overbilling, fees, travel for Board meetings, etc. They simultaneously show "The Funders"-- our City Leaders, Foundations, etc., that their poor "NPE" (NonProfiteering Enterprise) is going broke over all the Do-Goodin' and needs more bail money, again. Hey, kinda similar to the City retirement funds with high risk investment and great fees to managers/consultants. Bonuses to members in the go-go years, while all other citizens are forced to make up the shortfall in the down years. Similar because enterprising political insiders have found a way, over and over, for the dish to run off with our public spoon. And treasure.
