For Minneapolis Mayor R.T. Rybak, developing a City Hall ethics code comes down to one word: Trust. Rybak isn't so much insistent on what he wants in such a code as he is about enacting one developed in concert with the City Council. "I don't want employees . . . to base what's ethical or not on what the mayor happens to think," he said.
