To add a little more: The School Board, the County, and the Metropolitan Council all have the right to set their levy. The City, the Park Board, and the Library Board have the Board of Estimate and Taxation set the maximum level each year and they can levy anywhere up to the maximum. A couple, like the Park Museum Fund (the property tax levy for the Minneapolis Institute of Arts) are an amount set by legislation. The Legislature has in the past set maximum levies for local governments during some years and not for others, depending on the changes that they have made to the tax system and their whim. Remember, the big change in taxes was to give commercial/industrial, high end residential, and rental property. Don't be surprised not see yourself on that list.
