I agree with Ms. Heller. I believe that the rental unit shortage in Minneapolis is close to being over. Just in our neighborhood there has been one HUGE student apartment complex competed and another under construction. A year ago there were no "Apartment For Rent" signs in small units, now there are many. I believe that this effect on student rentals will have a ripple effect in other parts of the city. And, if demand and supply theory holds, prices for apartments will soon become more affordable (since students often compete with lower income renters for housing). This is not to say that there should not be programs to support HIV/AIDS patients, just that it might be done more efficiently with existing housing.
