I would add that the ability of ordinary people to affect the course of government action is the more limited, the more remote is the center of that action. For this reason, it is widely accepted that the more centralized government is, the more corrupt. With half a trillion dollars per year going into the Federal death machine totally without meaningful oversight, and in fact at least one hundred billion of that amount being in so-called "black" budgets for secret police, secret projects, and clandestine interventions to manipulate opinion and suppress dissent, is it any wonder that we are seeing this nation falling behind even Mexico in health research, huge increases in the number of people in this nation who are without health insurance and living in poverty, and the stealth repeal of medicare and social security, and in fact of every humanitarian program that government has ever conducted in this nation? Government at the federal level is increasingly and blatantly affected by blackmail, which came to public attention with J. Edgar Hoover's FBI, and has now reached the point that an Air Force General can state: "If a Democrat doesn't have a problem we can control him with, we'll make one for him." Any discussion of Democracy in America that doesnt include the 2000 "election", control of the Federal government by foreign loyalists, and government by blackmail is incomplete to say the least. With safe seats, and 95 percent of incumbents being returned to their Federal positions, the only possible way for the public to gain any consideration at all from government is via action by local government.
