I'm pretty sure the Seward in question was William H. Seward, Lincoln's 
Secretary of State.

Some noteworthy information on Seward:

He was Lincoln's chief rival for the Republican Party's nomination for 
President in 1860.

During the Civil War, his diplomatic efforts were credited for keeping Great 
Britain from recognizing and supporting the Confederacy.

Seward was also wounded by an assassin on the night Lincoln was killed.

In 1867 (under then President Andrew Johnson) Seward negotiated the deal to 
purchase Alaska from the Russians - a deal that was at the time derisively 
referred to as "Seward's Folly."
