St. Anthony writes: "A Hennepin County judge ruled recently that the Minneapolis City Planning Commission did nothing wrong in rezoning the several-acre parcel to permit limited residential development. But Judge Cara Lee Neville also found that the city illegally interpreted its own zoning ordinance to grant Minn, a former City Council member, a variance that would permit him to build one dwelling per lot area of 380 square feet.
