The Twin Cities ranks high in the percentage of costs that are recovered by fares. In 2000 (most recent available for us and peer systems), the Twin Cities rate was 31.25%. The average of our peer systems is 23.8 percent. Peers are Baltimore, Buffalo, Cincinnati, Cleveland, Dallas, Denver, Houston, Milwaukee, Pittsburgh, Portland, Seattle and St. Louis.
