In a bureaucracy, which by nature will trample special cases, you have to have some method to go outside the system. The specifics of how it would work would have to be worked out, but I think a "mayor's appeal desk" is a great format. Make it non-threatening and inviting so that the person who's already been kicked around by the city can feel welcome. I think using it as a tool to find problems in the "machine" is also a great idea!
