According to the Minnesota Secretary of State, it seems a pretty basic requirement that those persons who vote in Minneapolis' elections be citizens. If the responsible election officials do not have a proper handle to prevent non-citizens from voting, then it seems to me this potential glitch dilutes the voting rights of all eligible voters.
