According to the Minnesota Secretary of State, it seems a pretty basic
requirement that those persons who vote in Minneapolis' elections be
citizens.  If the responsible election officials do not have a proper handle
to prevent non-citizens from voting, then it seems to me this potential
glitch dilutes the voting rights of all eligible voters.

The following information is posted on the Minnesota Secretary of State web
site concerning eligibility for voting:

"Q. Who is eligible to vote?

A. You may vote if you are:

at least 18 years of age
a US citizen
a Minnesota resident for at least 20 days before the election
not a convicted felon without your civil rights
not under guardianship of the person
not legally incompetent"
