I'm not a subscriber anymore, but I do monitor the list as an interested
participant in Minneapolis Issues. I provided fair and reasoned info in
response to an inaccurate post by Ms. Heller. I thought Mr. Rocker's
post on 10/18/02 (Zoning Changes/Affordable Housing) was a very erudite
synopsis of the affordable housing finance process, and is a better
frame for our project than Ms. Heller's speculation.

Ms. Heller either does not understand this type of financing, (it IS
complicated) or she is willfully obfuscating her familiarity to entreat
a reply that will not be forthcoming. I would not trust HER analysis,
when a professional one by MCDA staff is so readily available anyway.

The basic questions were answered, or could be found by obtaining a copy
of the MCDA staff report prepared for Council and Board approval. More
info on public record than Heller's questions probe. The report is
probably still available electronically on City web site. 

We have financial data protections afforded by state law, until our
project is complete. With Metal-Matic's lawsuit against the city still
pending, we are availing ourselves of these protections for good reason.
Fun to see them sputter in court wildly speculating on fats just like
Ms. Heller does. Suffice it to say, my explanations to-date have been
more generous than I am obligated to disclose, and I intend no
disrespect to the list members by not answering Ms. Heller further.
