Yes. It takes much more skill to be a superintendent than a short order cook, librarian, or a school teacher. They all involve different skill sets and the skills necessary to be an effective superintendent are not held by as many people as those who can be cooks, librarians, teachers, cops and fire fighters. However, one would hope that superintendents would actually be able to show that they have a significant impact in their role before they are granted a new contract.
