The Minneapolis City Council approved a plan Friday that could lead to federal mediation between the police and the community. The council voted 10 to 3 to direct Police Chief Robert Olson to start working on the parameters with Department of Justice senior mediator Patricia Campbell Glenn and to report back on what the two develop.
