Are you volunteering to be our Garibaldi? :) Regional issues tend to be dealt with by regional bodies such as the county and the Met Council, though I would rather see that body elected. In any event, you would probably have to resort to mayhem to force our suburbs back into the concrete arms of Minneapolis, since most of their residents moved out there to avoid having to deal with the city and its various problems. As for Rep. Kahn, on reviewing her original post it seems clear to me that she was in fact characterizing those opposed to her bill as xenophobes.
