I received a "Dear Candidate" letter dated September 18, 2002, signed by 
Cecelia Petschel. The attachments include a blue flyer evidently meant for 
distribution to 
students which pose and answer the following questions: What are the goals of 
youth vote 2002?  How can I cast my vote?  Why will my vote count? Where can 
I get information about youth vote?  Here's the text under the heading "Why 
will my vote count?"

"Although young people under the age of 18 are not legally allowed to vote, 
they still have many valuable ideas and concerns. Youth Vote is a chance to 
spotlight these issues and concerns. Vote on election day [Oct 23-25] and let 
the candidates know where you stand. Votes will be tallied and announced 
before the November 5 Election Day..."

It would be reasonable to assume that the announcement of the outcome of the 
mock elections on Oct 23-25 would affect the outcome of the decisive election 
on November 5. In that sense the votes cast by students in the mock election 
would "count."  Who changed the rules, and when, and who benefits from the 
decision to do so?
