Tim Penny had mentioned cutting the LGA if he were elected and his solution for those governmental units most hard hit was for them to then institute a County-wide / City-wide sales tax or something.

If Minneapolis was to do that by themselves, it would mean flight of business out of the City to places like Maple Grove, Eden Prairie, and the like.

Perhaps Met Council could institute such a tax over its entire jurisdiction. IF, and ONLY IF, the LGA is to be cut or outright eliminated. It should also ONLY happen if the Met Council is a body of elected officials too. Whether they be officials elected to another body and then serve as the elected body of Met Council or perhaps elect Met Council in and of themselves.

Just thinking out loud; I'm sure the devil would be in the details...
