Dain Lyngstad likes the idea of residents banding together to pay for alley
plowing directly. Come to Saint Paul, we've been doing that for more
than 22 years. One person one the block works with the plowing company or
individual, the winter's cost on our block is $12 - $14 per household, if I
remember last year correctly.
On the other hand, this means that it isn't deductible on the federal tax
return, because it is not a tax.
What do you do if someone in the middle of the block doesn't want to pony
up for their piece of the action? Lift the plow by their garage and then
drop it again?

I believe that in Minneapolis all city taxpayers
pay for the city's alley plowing. Then, why
would alley residents want to pay all of the
cost themselves?
