It was Ken Meter, now of Crossroads Resource Center
(http://www.crcworks.org), who wrote the outstanding series for the Alley
Newspaper in April, May and June of 1990. Ken's series of "neighborhood
balance sheets" (measuring the inflows and outflows of money in a
neighborhood) are also quite interesting.
