Correct, The Hiawatha Avenue Location and Design study in March 1981 specifically states that the speed limit was to be 40MPH. My memory is a little rusty for stuff over 20 years ago, but I think that predates the reconstruction. The speed limits are an old promise. I can't blame people for wanting them to keep it.
