Although I personally believe access at 28th Street
creates more problems than it solves, it's interesting
to note that the "preferred" option for 28th street,
(the flyover ramp) destroys a significant number of
low income housing units.  Another option for access
might be to use a stylized pig-tail ramp on the north
side of 28th....ooops, can't do that - it would affect
the Wells Fargo campus!!  Is this corporate NIMBY? 
There are usually reasons people don't want things in
their back yards - and that seems to be the case here.

While some useful concepts and designs have surfaced
in the Access Project process, the final project has
been hijacked so many times that it creates more
problems than it solves.  MNDoT should have heeded
Sharon Sayles-Belton's warning about adding expansion
into the mix.  Improved access and expansion are to
vastly different topics with vastly different impacts
on the city and city residents.  Take the expansion
out!  MNDoT is the only party involved that is
interested in expansion.
