Two lines from this story jump out:
'"We've got two large spaces left,' Block E developer Dan McCaffery said."
...and...
"The mayor now says McCaffery is on track with his goals for the final
tenants."

It's been four years since former Council Prez JC's "Drop Dead Date" for a
design and tenant list, and now that this handsomely-subsidized "complex" is
sitting there for all to marvel at (while many of us dab the tears of happiness
from our eyes for finally realizing the dream of a Downtown Applebee's), the
developer is "on track" to secure his final tenants (if you've followed the
Strib for the past few years the number of  "tenants" on board that have
magically disappeared � Angelo's and Maxies, ESPN Zone, the Improv, and so on�
have far exceeded those that are actually there).

Two words come to mind.... "City Center"
