Don't know who it is - but it's interesting that the feds would have Martin testify to bribing another elected official (not necessarily a council member, folks) before charging that individual. Makes me wonder how strong their case is. Maybe that person isn't as easy to get a confession from as Biernat. I guess we'll see.
