Nearly 60% of the drug traffic on Franklin comes from the suburbs according to some of the officers I work with in Ventura Village and Phillips. The people from outside the neighborhood that buy drugs are generally white and driving SUV's, pick-ups and nice cars. I have seen instances where the people coming into the "hood" to buy the drugs are from rural Wisconsin somewhere and even they know where to go to get them.
The reason drug dealing and prostitution are so busy between 6:30 a.m. and 8:30 a.m. is because suburban or urban men are coming into to town a little early so they can "take care of business" before they go to work in downtown office towers and other places.
