I think R.T. has it correct. You need to seperate your personal opinion from the procedural methods to accomplish your goals. We elected city officials primarily to keep the streets clean, manage the budget and manage the state government as it tries to pave over our neighborhoods in the name of "Highway access".
I didn't vote for anyone in the Minneapolis city elections with any assumptions that they would represent my opinions at a federal level, and I would be irritated if they presume to do so (regardless of whether I agreed with their position or not). That is what I e-mail my congressmen for. Don't presume that city leaders have the time or background to represent their constituencies interests on this matter.
We have state and federal representation and we should e-mail, protest and communicate to all the appropriate recipients. The only message I think this would send to the US is that the city council of Minneapolis have too much time on their hands - or don't know how to prioritize their work.
