Although the city was promised the money, budget woes mean the state can renege

services, notably the Police Department, which received $93 million from
the general fund in 2002. The Fire Department cost $41.6 million. The
Health and Family Support social service spent $13.2 million. Street and
bridge maintenance money also comes largely from the general fund, she said.

EY: There's a real problem here -- the county rather than the city should
be doing the Health and Family Support social service programs. I still
don't understand the need for both a city and county health department.
On the Peace House story -- the whole talk of using Eminent Domain for CCHT
to push out the Peace House reminds me of how Basim Sabri tried to get
Brian Herron to use Eminent Domain to allow Sabri to build a Motel. Thanks
Jim Graham for clarifying Ventura Village's position on this issue.
