Just an idea for some 'revenue enhancing' actions that could help with the
issue of enforcement:

Raise the fines for parking illegally in a handicap accessible parking space.  

I've been told that money goes into the general fund.  

In some places it's as low as $100 or as high as $400.  It will be hard to
get a statewide standard but it could be done in Minneapolis.  

Yes, it will cost some money up front to change some or all of the signs but
it should pay for itself.  If only we could ensure adequate enforcement.

Yes, enforcement is an issue but more people & businesses are willing to
call in reports, take pics with digital cameras, & write down the offender's
plates, etc.

Why doesn't the city have a website to train more people about how to
effectively report such parking violations?

If the city has their on-line graffiti forms, why not this?

We have block clubs and organizations that watch for crime on our streets
and adopt highways to keep them clean.  Why can't we have groups watch for
accessible parking violations and work with local businesses to "adopt
parking lots?" 

Also with the new snow emergency standards won't the city of Minneapolis
loose money generated from winter towing?  How will this diminished revenue
stream increase our budget deficit?
