How active do you think such a small list would be? I think it would be

You just lost me. What information? Return rate on what?

Yes. However each city or neighborhood mailing list would need someone
to administer the list (hopefully as dedicated as David). If you and
others are interested in starting such a list, I'd be happy to help.

It's my hope that one day each neighborhood, city/township, and county
in Minnesota be able to make use of the Internet to discuss and
collaborate to better their communities.

Mpls Issues has shown that such a mailing list can and does work. I
hope we can accomplish the same success on a smaller or even larger
scale.
