An article in today�s St. Paul Pioneer Press about the city budget over
in St. Paul tells us:

�Still, St. Paul will collect fewer actual dollars from property owners
next year than it has any year since 1997.

It will be the city's 10th year without a tax increase, and that's no
small feat in government.�


What does St. Paul do that Minneapolis doesn�t do?  What does
Minneapolis do that St. Paul doesn�t?  In Minneapolis, Mayor Rybak
promises to triple property taxes over the next decade.  St. Paul has
gone a decade without a tax increase.

What is even more amazing is that St. Paul hasn�t taken advantage in
the increase in property values in the and will collect less in
property taxes in 2003 than it did 6 years previously.  In Minneapolis?
 Minneapolis the city has taken advantage of that and then some.

I�m having a hard time understanding why the difference.  Does the
larger size of the Minneapolis City Council encourage spending money in
more wards?  Do St. Paulites come over to Minneapolis for city
services?  Why can Kelly hold the line on taxes while Rybak can�t?
