Unfortunately because you forgot to re-route exit/entrance ramps to the highway your project is doomed to fail.  Everyone knows that urban commercial success is dependant on direct highway access.  It would even be acceptable to inconvienence residential neighborhoods a mile away if necessary to shuffle other ramps to make your access easier.

Now if you had built it on Lake St you would be set.
