Jordan, isn't it true that indictments brought in the ordinary way can be quashed in arraignment or preliminary hearing. I'm not saying they should be, but trivial charges could become an expensive waste of time for all parties if a judge couldnt second-guess prosecutors. _____________________________________________

Why hold "public testimony" if the mayor and council have zero intention of changing one jot or tittle in the budget as a result. Seems like in the wake of the Truth in Taxation hearings, the council passed the budget without change. I understand there was a process leading up to this, but what part of this process amounted to consultation with the parties who will pay the cost? ______________________________________________ Vicky Heller scores again. Yes, Vicky I agree that if the city provides a service like clean water, they should not artificially inflate it. That is too much like hospital managements who underprice some things and ridiculously overprice others, such as $1 per Tylenol in order to get around price controls of insurance companies. In fact, lets price EVERYTHING to any degree practical the cost of production. That way we can know what the goods and services we buy publicly cost. In some cases, we might not WANT them at the price at which they are provided (who among us would buy a toilet seat for $800 if we knew that was what it was costing us?) ______________________________________________ As to city debt, I'd like to see the payoff plan. After all, the city doesn't owe it, we do. We have a right to truth in lending here as elsewhere. ______________________________________________ Question about the fatal restraint. WHY would an officer use a restraint if the restrainee WASN'T struggling. A restraint that is dangerous on a struggling person is a dangerous restraint. Maybe this points up a need to find a safer restraint. How about a half-Nelson?
