I'm not much the budget geek and will leave that to those with more
expertise than me.  But I couldn't overlook a couple of comments made by
Carol.

Street sweeping is connected to sewers because sweeping the streets keeps
garbage and sediments out of our storm sewer system, reducing sediment loads
on the Mississippi River, which is where all our storm water ends up.  It
also reduces the risk of storm drains getting clogged up and streets getting
flooded.  Goes back to that old saying that an ounce of prevention beats a
pound of cure.  

Of course, it would be nice if people kept garbage and leaves and such out
of the streets, which is what Clean City Minneapolis is about.

Clean City Minneapolis is connected to Solid Waste because that's the unit
of Public Works that administers the program.  I can't imagine another unit
that would run it more effectively.  And I can't imagine that a campaign to
prevent litter and illegal dumping costs more than if we had to do even more
cleaning up after all those slobs that do that stuff.
