I'm going to award Vicky points for organizing
her beliefs in a succinct understandable manner.
Beyond that,  they are just beliefs.  The country
is full of places where you could pay less in
taxes. The Pioneer Press gave you a menu of
choices of where to go.  And I always maintain
there is a REASON people have stayed here to pay
the higher taxes, rather than to run off to any
of those places with much lower taxes.  It was
interesting to see that North Oaks wasnt the
cheapest place for taxes on a $160,000 house
(though I can't imagine how they figured that.
Does such a house exist in North Oaks?)  Anyway,
the fact is that people buy a PACKAGE.  They go
or stay based on that package,  not one or two
details of it.  The number who make a choice
based on one factor is infinitessimal, and the
people who set the tax rates know that. If a
single factor, or even two or three factors, made
a big difference, they would have changed long
ago.  Anyone who runs will find a replacement,
and it won't always be a socially-dependent
person.  Most often it will be a productive
person.

weren't you there years ago?

(By the way, they really ought to compare taxes
as a percentage of mean income in Minneapolis and
these other places.  Maybe our taxes are merely
higher because of the ability of people to PAY.
My guess is that the taxes are very low or
nonexistent in Appalachia)

I like Holle's idea.  But I like better the idea
that the licenses department would put a small
database online connecting a pet license number
to a phone number.  That way, if a pet wanders
our way, we could look it up online and call the
number to get the owner to retrieve its pet. 
Save the city some money and save the owner some
money, too.

The owner IS supposed to contain these pets, but
we know that breaks down sometimes, so better to
just provide the info.  And for people who don't
have computers, make it an automated phone
service where you press the numbers on your
touchtone and get the phone number.
